在广播电视大学的基础上组建开放大学,是教育结构调整的战略选择,也是适应市场经济发展的需要。振兴东北老工业基地是党的十六届三中全会提出的一项重大战略任务。开放大学的建设和发展与东北老工业基地的振兴并不是孤立存在的,两者是相互联系相互促进的二元系统。一方面,开放大学的建设发展为东北老工业基地的振兴提供了强大的智力支持。另一方面,东北老工业基地的振兴是开放大学建设发展的直接动力,它是开放大学发展的物质基础,决定开放大学发展的速度、规模、结构。

Establishing the open university based on radio and television university is the strategic choice of education structure adjustment, and adapts to the needs of the development of market economy. The revitalization of northeast old industrial base is a major strategic task proposed in the third plenary session of the 16th CPC Central Committee. Construction and development of the open university and the revitalization of northeast old industrial base is not exist in isolation, they are in mutual connection between binary system. On the one hand, the construc- tion and development of the open university provides powerful intellectual support for the revitalization of northeast old industrial base. On the other hand, the revitalization of northeast old industrial base is the direct driving force of the development of the construction of the open university and the material base of the development of the open uni- versity, decides the open university development speed, scale and structure.
