高校科研经费管理存在的问题与对策

随着我国创新型国家的建设,高校承担的科研项目和筹措的科研经费也越来越多,并已成为高校重要的资金来源。但是,在科研经费的使用过程中。存在着制度不完善、认识不到位、管理不规范等问题。为了完善科研经费管理、提高资金的使用效益,高校应采取健全管理办法、加强经费管理、创建信息化平台、完善绩效评价机制等方面的措施。

Under the guidance of building an innovative nation,universities in China are undertaking a growing number of research projects and receiving more science fund,which has become a major source of revenue for uni-versities.But there also arise many problems with the use of research fund,such as mechanism defect,insufficient awareness,inadequate administration,etc.The paper introduces some measures to build a sound management sys-tem,strengthen the monitor on the use of fund,set up information platform and improve performance appraisal mechanism so as to make the best use of the research fund.
