电视跨境转播敏感内容实时监测与过滤系统

摘要 随着国家广电总局"广播电视走出去工程"的开展,无线数字电视业务开播呈现跨境化特点,但是信息监管手段薄弱。提出四通道转播内容敏感信息实时监测与过滤系统方案,通过多通道音视频采集输出卡实现采集和输出,采用基于Gabor变换的高鲁棒字符识别方法实现页面敏感文字识别,转播信息实时自动过滤,及时消除不符合本地文化特点的字符内容。实践效果证明,系统具备实时性、敏感信息过滤和成本可控的特点。 With the development of " Radio and Television Go-out Project" , the wireless digital TV services are showed Cross-border features, but the information regulatory means. The four-channel real-time broadcast content monitoring and filtering sensitive information system is proposed to a- chieve capture and output using multi-channel audio video capture & output card. The high obustness haracter ecognition method is used to achieve sensitive text recognition, automatic filtering in real time, timely elimination of character content that does not conform with local cultural customes based on Gabor transform. Practice proves that the system is real-timing, filtering sensitive information and controllable cost.
