基于模糊灰色评价法的城市应急物流保障评价体系研究

Research on the Fuzzy Grey Evaluation Method of Urban Emergency Logistics Support Capability

城市应急物流保障能力的评价是城市应急管理活动的核心内容。在阐述城市物流保障能力评价体系与应急物流保障能力评价体系的研究现状基础上,总结了城市应急物流保障能力的四大类影响要素,构建了4个一级指标和17个二级指标组成的综合评价体系。为消除不同量纲的评价指标影响,选用模糊灰色评价法进行规范化处理,得出综合评判结果。最后以实例方式验证了综合评价体系的经济可行性,并给出有针对性的城市应急物流保障能力发展措施。

The evaluation of city emergency logistics support capability is the core content of city emergency management activities. Based on the research of urban logistics support ability evaluation system and the emergency logistics support ability evaluation system, summarizing the influence factors of the four categories of city emergency logistics support capability,the four primary index and comprehensive evaluation system composed of seventeen secondary indexes are built. For eliminating the influence of different dimensions of evaluation indexes, fuzzy grey evaluation method normalize is used and get the comprehensive evaluation results. At last, example is given to demonstrate the economic feasibility of comprehensive evaluation system, and provide targeted measures of city emergency logistics support capability development.
