Cause and Prevention of Systemic Financial Risk: From the Perspective of Financial and Fiscal Linkage

从金融与财政联动视角防范系统性金融风险,主要是基于:财政风险和金融风险在导因和危害上的相关转化性;系统性金融风险来源复杂,同时存在与宏观层面和微观层面的财政金融风险中;金融或财政单一角度防范系统性金融风险有局限性和失效性,且两者各有优劣性。构建系统性金融风险防范体系,应明确政府与金融机构的作用和职责,充分利用金融与财政处置风险的优势,协调配合防范系统性金融风险的重点诱因。

From the perspective of financial and fiscal linkage to guard against systemic financial risk, mainly based on such reasons： fiscal risk and financial risk can be transformed into each other in the cause and hazard, the origin of systemic financial risk is complex, and exist at the same time the macro level and the micro level, using a single financial or fiscal measures to prevent systemic financial risks have limitations. To construct the prevention system of systematic financial risk, we should clear the responsibilities of the government and financial institutions, make full use of the disposal advantage of financial and fiscal risk, and construct the cooperation mechanism to prevent systemic financial risk which aims at the key incentive.
