Modem vocational education system is the combination of modernity of functions and diversity of structures. While pursuing modernity of functions is fundamental, the realization of modem functions cannot be achieved without corresponding structures which is unavoidably diversified. The value for the functions of modem vocational education system lies in providing high-quality human resource, supporting individual full sustainable development, promoting social justice, serving for lifelong learning and learning society. The typical characteristics for the structures include close link with the economy, equivalence and integration with academic education, all levels included and smooth transition, and being as a fully open system.
