中外合作大学公私属性之辨

中外合作大学的公私属性问题,是办学实践中亟需回答的问题。中外合作大学"合理回报无法操作""公益性与营利性之间矛盾冲突"等深层次问题未能解决,均与其属性模糊、定位不清密切相关。中外合作大学既非公办高校,亦非民办高校,而是独立于公、私立高校之外的第三种高校类型。这个定位对于推进中外合作办学政策体系的完善、办学质量的提升以及社会舆论的引导等有着实质性意义。

It is urgent to answer whether the Sino-Foreign Universities are public or private. Deep-seated problems such as reasonable return cannot be operated and public welfare conflicts with and profitability are all closely related to the fuzzy attributes and orientation. Sino-Foreign Universities are neither public universities nor private university. They are the third type which is independent from the public and private universities. This orientation has substantial significance to advance the policy system, improve the quality and guide public opinion about Sino-Foreign Universities.
