金融外交是发达国家,特别是美国保护其海外利益的重要工具,中国近年来加强了金融外交,特别是周边金融外交。作为一个迅速崛起的经济新兴大国,中国怎样在国际经济高度一体化,美元一枝独秀的国际金融市场环境中保护国家利益就成为目前金融外交的核心问题。云南特殊的地缘优势使昆明国际金融中心建设有了更为重要的战略意义。从国际金融的政治学角度分析,昆明区域国际金融中心怎样通过金融聚集,辐射,促使东南亚、南亚国家在与中国经济合作中形成高度依赖,从而破解地区大国领导难题,助力于中国人民币区域化、国际化以及大周边战略。

Financial diplomacy has consistently served as an important tool for developed countries, especially for the USA, to protect their overseas interests. Recent years have witnessed China＇s reinforced financial diplomacy, in particular reinforced financial diploma- cy with peripheral regions and countries. For China, an emerging rapid - developing economic power, the core issue is how to protect its national interests in the international financial market characterized by highly integrated international economy and dominant position of the USD. Due to the special geographic advantages of Yunnan province, the construction of International Financial Centre in the pro- vincial capital Kunming is of strategic significance. The paper attempts to analyze, from the political perspective of international fi- nance, how Kunming Pan - Asian Financial Service Center will lead Southeast Asian and South Asian countries to become highly de- pendent on Chinese economy during the cooperation, by means of financial aggregation and radiation, so as to find solutions to difficul- ties challenging the leadership of the regional power and boost the regionalization, internationalization and Pan - Peripheral Strategy of Chinese Yuan.
