摘要
地方政府债务问题是现阶段我国经济发展中的热点问题,快速增长的债务和高筑的债台引起社会各界的广泛关注。笔者尝试建构"分权自治—地方政府竞争—融资失序—地方政府权力约束"的分析框架,探寻我国地方政府债务问题的症结及治理之道。
Local government debt is a hot economic topic at the present stage, and the rapid growth of debt causes widespread concern. Under an analytical framework of decentralized autonomy--competition among local governments--chaos of local government financing--power restrain of local government, this paper discusses the root cause and solution to the local government debt problem.
