德国职业安全健康管理探析

Study on Occupational Safety and Health Management in Germany

职业安全健康管理是政府公共管理的重要任务之一。德国1884年《企业事故保险法》出台,距今已有130年的历史,德国政府与同业公会工伤保险管理"双轨制"已经实现良性运转,工伤事故统计管理非常成熟。而我国《工伤保险条例》自2004年实施以来仅有10年,工伤保险和事故统计管理在体制机制方面仍处于探索阶段。本文通过对德国"双轨制"及其事故统计管理的实地调查研究,为我国职业安全健康管理改革提供了可借鉴的案例,并提出了相关建议。

Occupational Safety and Health Management is one of the most important missions for government public management. In Gernmany, the enterprises accident insurance law was drew up in 1884.The work injury insurance manage- ment of German government and unions has run smoothly. In China, the Regulation on Work--Related Injury Insurances was implemented in 2004. Work--related injury insurances and accident statistics management still work at the beginning. The author researches the ＂double--track＂ and accident statistics closed loop management in Germany, and find cases for Chinese Occupational safety and health management reformation, then make some suggestions.
