产业集群技术创新与制度创新融合路径与质量——以中国22个典型产业集群为例

A Research on the Path and Quality of Fusion between Technology Innovation and Institution Innovation of 22 Typical Industrial Clusters of China

本文认为产业集群升级取决于技术创新与制度创新的融合和匹配。在探讨产业集群技术创新与制度创新融合机理和测度方法基础上,使用参数回归等方法,利用2004~2011年22个具有代表性的集群数据,研究了集群技术创新与制度创新融合路径与质量。结果表明：中国集群技术创新与制度创新融合质量整体上未达到最优的完全融合目标,融合具有周期大约为4年的间断平衡期,技术创新带动制度创新与两者相互融合水平高于制度创新促进技术创新路径;融合对集群绩效具有一定的影响,融合水平每增加一个百分点,集群绩效可增长3.6%;融合对于集群资产负债率也具有一定作用,但对于集群可持续发展变量影响作用不显著。

This paper maintains that the upgrading of industial clusters depend on the fusion of technology innovation and institution innovation. It＇ s based on discussing the mechnism and method to measure the fusion of technology and institution innovation of industrial clusters, by using parametric regression method and so on, using 22 representative industrial clusters＇ data, discussing the quality and path of technology and institution innovation. We can conclude that the quality of the fusion of technology and institution innovation of the industrial clusters does not reach the target of optimal fusion level overall, it has an intermittent equilibrium with a period of about four years,technology innovation promotes institution innovation and the fusion of technology and institution innovation are at higher level than institution innovation drives technology innovation; second, fusion has certain influence on the performance of clusters ： the level of fusion increase 1%, the performance of clusters increase 3.6%. Fusion has certain influence on the liability ratio of clusters as well,but it has little effect on the quality of the sustain- able development of clusters.
