国家治理能力与地方治理的困境

National Governance Capability and Dilemma of Local Governance

国家治理能力不仅仅是制度的整合和应对社会变动的能力,更主要是执政者的理政能力,说到底还是执政者的能力建设问题。从执政者能力提升与国家治理现代化的关系入手,认为执政者是社会规则的引领者,也是社会规则的守护者,还是社会价值的代表者。近些年来,由于城镇化加速,社会利益分化在加剧,社会矛盾多发,如何维护社会稳定,解决各类社会冲突,已成为地方执政的最重要工作之一。国家和基层治理能力的提高,需要进行一系列的改革。应从转变政府职能定位、加强国家制度建设和培育社会力量等方面着手提升国家治理能力。

National governance capability is not only an ability to deal with institutional integration and social changes,but more importantly the ruler's governing ability,and is ultimately the issue of the ruler's capability construction. Starting from the relationship between the improvement of the ruling ability and the modernization of national governance,the paper thinks that the ruler is a leader in social rules,a defender of social rules and the representative of social value. In recent years,with the increase of social interest differentiation and the frequent social conflicts due to the acceleration of urbanization,how to maintain social stability and solve various social problems has become one of the most important aspects of local governance. The improvement of national and local governance capabilities is in need of a series of reforms. And the improvement of national governance capability should start from transforming government functions,strengthening national institutional construction and cultivating social forces.
