摘要
都市雾霾和居住难这两个日益严峻的难题貌似"风马牛"不相及,实则可结合在一起统筹解决。卫星城地价较低,可批量建设保障房,解决中低收入者居住难问题;卫星城开发以保障房而非商品房为纽带一般不会导致"空城"、"鬼城",可及时在卫星城配套建设公益及工商业设施,让居民就近生活、学习和工作,缓解都市交通"潮汐"及雾霾问题。以保障房为纽带建设卫星城还应注意让卫星城与主城区间保有适当间距、非城地带、直达快轨,防范违法建设,加强保障房建设及管理等。新加坡的成功经验堪为我国都市保障房开发、卫星城建设以及城市环境管理的镜鉴。
On the surface, the increasingly serious two problems of urban haze and housing difficulty have nothing to do with each other, yet in fact, they can be dealt with together. Land is cheap in the satellite cities, affordable housing thus can be constructed in great quantity to address the living difficulty of low-income families; generally speaking, the problem of "empty town" or "ghost town" will not appear because satellite town development focuses on low-income housing rather than commodity housing; the government can promptly build public and industrial and commercial facilities in satellite towns and let the residents live, study and work nearby, so as to alleviate urban problems of traffic "tides" and haze. Development of satellite towns centered on affordable housing should also leave appropriate non-urban areas between them and the big city, build commuter rail, prevent illegal construction, and strengthen the construction and management of low-income housing. The successful experience of Singapore is a good example to follow in terms of urban low-income housing development, construction of satellite towns, and city environmental management.
