摘要
该文梳理了过去3年地下水、河流水系、湖泊(水库)的评价数据。发现地下水水质在过去3年中并无好转,60%以上地下水水质堪忧;除了黄河、松花江、海河外,各大河流水质皆有提升;湖泊(水库)数据暂不具可比性。在分析了过去3年数据的基础上,提出了对环境影响评价(EIA)改革的方向与目的的建议,以期更有效地服务于环境保护,同时提出应设立特别基金用于解决污染问题。
Highlights --Groundwater continues to worsen over the last three years with Bad ＆ Very Bad categories at 60% --Overall river quality improves except the Yellow, Songhua ＆ Hai; data of lakes are now not comparable --EIA reform ＆ special funds help to meet 12FYP targets; funds for cleaning up heavy metal fell by 37%.
