摘要
系统分析了电镀污染物由产生到排入环境的全部流程,结合各环节和关键节点,详细列出针对电镀污染防治的我国现行电镀相关环保标准74项和正在制订的标准5项。分析表明,现行电镀相关环保标准较为全面,涉及污染防治的各个环节,但仍需在以下方面进行改进:1)进一步完善产品设计阶段的环保标准,细化实施措施;2)整合清洁生产相关标准,尽早出台电镀和含有电镀工艺的印制线路板清洁生产评价指标体系;3)整合电镀废水治理的设计和工程技术规范;4)进一步明确电镀企业的间接排放要求,同时进一步理清电镀工业园区污水处理厂的排放控制要求;5)制订电镀废水再生利用环保工程技术规范和再生水水质标准。
The whole process from pollutant generation to their discharge to environment was systematically analyzed.Combined with every step and key point,74 existing environmental standards,together with 5 standards in formulating,for electroplating pollution prevention and control were listed in details.It revealed that the existing standards nearly cover every aspect of the whole process and are very comprehensive.But the standard system need to be improved from the following works,including (1) strengthening the standards for product design and refining the implementation measures,(2) integrating the standards for cleaner production and publishing the assessment indicator system for electroplating industry and printed circuit board industry as soon as possible ; (3) coordinating the standards for the design and engineering specifications of electroplating wastewater treatment; (4) making the discharge requirements for the wastewater indirectly discharged from an electroplating enterprise to some public wastewater treatment plant more clearer,and regulating the discharge control of the wastewater treatment plant of industrial parks; (5) preparing the engineering specifications and water quality requirements for wastewater reuse.
