Practice and Enlightenment of the Strategic Planning of Canadian Library Consortia

通过调查加拿大11所图书馆联盟战略规划的制定背景、制定过程、体例结构、内容、有效实施与评估等各方面内容可知,加拿大图书馆联盟战略规划具有完整性、透明性、针对性、连续性等特点。而我国图书馆联盟战略规划的实施虽然已经取得了不小的进步,但是发展还不够成熟。对比分析中加两国图书馆联盟战略规划的异同点可知,我国的图书馆联盟战略规划应在增强意识、提高透明度、规范文本、有效实施与监督、加强合作等方面予以加强。

Through surveying the formulation background, the formulation process, the style structure, the content, the effective implementation and the evaluation of the strategic planning of 11 Canadian library consortia, it finds that the strategic planning of Canadian library consortia has some characteristics of the integrity, the transparency, the pertinence and the continuity. The strategic planning of library consortia in China has made the considerable progress, but the development is not mature enough. After the analysis on similarities and differences of the strategic planning between Canadian library consortia and Chinese library consortia, it finds that the strategic planning of Chinese library consortia should strengthen in several aspects, such as enhancing the awareness, improving the transparency, making the standard text,implementing and supervising effectively, strengthening the cooperation, and so on.
