在新世纪新阶段,我军的职能任务不断拓展,要求既要有应对传统安全威胁,遏制战争和打赢战争的核心军事能力,又要有应对非传统安全威胁,完成多样化军事任务的能力。面对多样化军事任务对人才的需求,必须充分认识培养学员非战争军事行动能力的重要性和紧迫性,在搞好以培育核心军事行动能力为中心的理论教学和技能培训的同时,大力加强学员非战争军事行动能力的培养,为完成多样军事任务提供强有力的人才支撑。

In the new stage of the new century, the functional task of China＆#39;s army continues to expand, which not only claims the core military capability to cope with traditional security threats and contain and win war, but also asks for the ability to deal with non-traditional security threats and accomplish a diverse array of military tasks. In the face of the demand for talents of a diverse array of military tasks, the importance and urgency of training trainee＆#39;s MOOTW ability should be fully recognized, the theory teaching and skill training taking the core military action ability cultivation as the center should be conduced well, while the cultivation of trainee＆#39;s non war military action ability should be vigorously strengthened, to provide strong talent support for completing the diversified military tasks.
