针对基层兽医部门与工商、食药监部门对动物产品在市场环节、冻库环节的监管争议,本文结合食品监督管理体制改革前后的若干规定和各地的实际案例进行分析探讨,并提出当前形势下,对动物产品市场和冻库的监管以食药监部门监管为主,兽医部门为辅。

With regard to the administrative dispute between veterinary departments and food and drug administrations on the supervision over animal product markets and freezing houses,it is proposed in the article that the food and drug administrations should play a major role in the inspection of animal products and freezing houses with the veterinary departments as a supplementary role according to the rules issued before and after the reform of food inspection administrative structure and the cases throughout country and taking the current situation into consideration.
