贵州农村低碳消费行为对生态文明建设的影响分析——以花溪区为例

Analysis of Low-carbon Consumption Behavior and Its Impacts on Ecological Civilization Construction in Rural Area of Guizhou Province——Taking Hua Xi District as an Example

发展低碳经济是当前应对气候变化的有效途径之一,低碳消费是低碳经济发展不可或缺的重要组成部分。随着"三农"问题不断得到解决,农村经济发展水平不断提高,农村居民在消费过程中的高能耗、高排放、高污染现象十分严重。日益严重的农村环境问题在一定程度上阻碍了新农村建设和生态文明建设,加强农村生态环境保护需要建立低碳消费模式。因此,生态村的建设和为农村环境问题的解决提供出路,又为农村低碳消费提供了标准和模式。本文以花溪区为例,在对贵州农村低碳消费行为与生态文明建设之间的关系及影响进行分析的基础上,提出了开发优势资源,促进农村经济发展;提倡低碳消费,改善生产生活方式;完善政策机制,加强生态环境保护等推进生态文明建设与低碳消费的发展对策。

One of the effective ways to deal with climate change is to develop a low-carbon economy, in which low-carbon consumption plays an important role. With the “Agriculture, Countryside and Farmer” issues being resolved and the improvement of countryside economy, the problems of high energy consumption, high emission, and high pollution have become more seriously in the process of farmers’ consumption. To some extent, these environmental problems in rural areas have blocked the way of new rural construction and eco-logical civilization construction. As a result, it is necessary to set up a pattern of low-carbon consumption to strengthen eco-environment protection in rural area. Therefore, it is urgent to construct eco-village to provide an effective way and pattern for solving these problems. Taking Hua Xi district as an example, based on the analysis of relations and impacts between low -carbon consumption behavior in rural areas and ecological civilization construction, we discussed policies that should be putting forward to promote the development in rural areas. Advantageous resources should be developed reasonably to promote rural economic development. Low-carbon consumption pattern should be advocated to improve production and lifestyle. Policies should be improved to protect the ecological environment.
