基于医务人员认知的基层医疗机构社会治理及其实施路径研究

Study on social governance in basic medical institutions and its pathway based on the cognition of medical staff

目的:通过对医务人员认知的分析,了解基层医疗机构的社会治理现状,并探索其实施路径。方法:采用分层随机抽样方法抽取广东、湖北、广西3省共12所乡镇卫生院的185名医务人员进行问卷与半结构式访谈调查。结果:55.7%的受调查者认为政府监管不足;87.0%认为有必要加强基层医疗机构社会监管;63.5%表示愿意接受社会力量监督。结论:基层医疗机构的政府监管存在诸多不足;引入社会治理在医务人员中得到普遍认可;政府应将部分公权力让渡予社会,鼓励和规范社会治理,促进农村医疗服务体系的完善与发展。

Objective： By analyzing the cognition of the medical staff to learn the current status of social governance of basic medical institutions and explore the measures it would take. Methods： 185 medical staffs chosen from 12 township health centers in Guangdong, Hubei and Guangxi provinces by the stratified random sampling method were investigated with questionnaires and half of them were interviewed. Results： 55.7% of the medical staffs that were investigated think government supervision is poor. 87.0% of them support to strengthen social governance of basic medical institutions. 63.5% of them are willing to be supervised by social forces. Conclusion： The government supervision of basic medical institutions has much weakness. Introduction of social governance is widely accepted by medical staffs. Government should give part of public power to society, encourage and standardize social governance, and promote the improvement and development of rural medical system.
