Legal Consideration on Construction of Biomass for Energy Management Contract

在传统发展模式下,我国生物质能产业发展严重受阻,亟待引入一种推动产业发展的经营模式。基于影响生物质能产业发展的制约因素,探讨以合同能源管理模式作为促进生物质能产业发展的创新模式的可行性,从法律制度的设计上提出构建我国生物质能合同管理模式的对策建议。

The development process of biomass energy industry in China has been delayed under the traditional develop-ment models,which calls for a new management model to power the industry.Based on the detrimental factors to the bio-mass industry,this article explores the feasibility of contract energy management as a model for innovation in the progress of biomass energy industry,and proposes relevant suggestions for the construction of biomass energy management contract from the perspective of the design of the legal system.
