摘要
城市化进程的加快,推动了城市规划及产业布局的调整,原有工业用地性质变更的地块越来越多,因土壤污染原因造成规划项目选址矛盾的问题日渐显现。为避免招拍挂取得的土地无法直接开发利用,防止矛盾纠纷及经济损失,维护各方权益,应在土地出让前进行土壤环境影响预评价。该文在分析城市工业用地土壤污染成因的基础上,选择南京某关停企业原址用地,对其土壤进行采样与污染因子的监测。根据监测结果评价地块再次开发利用的可行性,说明土地出让前进行土壤环境预评价的作用。
Speeding up urbanization process promotes the adjustments of urban planning and industrial lay-out. Incrementally,land sites of industrial use have transformed into a non-industrial resource. while the conflicts among project site planning issues,caused by soil pollution,have been increasingly obvious. In or-der to avoid bungling the direct exploitation of lands,obtained via bid invitations,and to prevent disputes and financial losses,soil environmental impact should be pre-evaluated,preceding the land transfer. so that the interests of various parties could be safeguarded. Based on the analysis of the soil contamination causes on urban industrial sites,this thesis will demonstrate the sampling of soil and monitoring of pollu-tion factors from the land site of a shut-down business located in Nanjing. According to the monitoring re-sults,to evaluate the feasibility of reuse or redevelopment,description soil environment Pre-evaluation of the role before land transfer.
