日本废弃小型家电回收体系及其借鉴 被引量:7

摘要 随着经济发展和技术进步,小型家电的废弃量不断增加,废弃小型家电中含有多种有价金属,具有很大回收价值。本文从法律依据、回收主体、回收对象、回收方式、回收管理等方面深入剖析日本废弃小型家电的回收体系,在总结日本经验的基础上,结合我国国情,提出应在法律政策、回收渠道、资质认定、处理基金、试点项目、回收意识等方面予以改善和提高,以期为我国废弃小型家电回收工作的开展提供参考。 With the development of economy and progress of technology, the number of waste small home appliances is larger and larger. Waste small home appliances contain many different kinds of valuable metals. In this article, the author makes a detailed introduction of collection system in Japan from points of legal system, collectors, collection objects, collection methods and management. On the base of summarizing the experience of Japan and taking the actual conditions of China into consideration, the author advocates the improvement and update in legal system, collection channels, qualification accreditation, processing fund, pilot projects, publicity efforts and many other aspects so as to provide reference for recycling of waste small home appliances in China.
