西北地区金融发展的导向分析与模式设计

The Orientation Analysis and Pattern Design of the Finance Development in Northwest China

西北地区金融发展表现为以银行业为主的结构特征,而金融体系存在自由度悖论,利率浮动与政治关联反映出不同的金融体系自由度格局,反映出地方政府干预金融体系、争夺金融资源的特征。在银行业地位短期内不能改变的前提下,以政府改革金融体系法规政策促进金融中介市场化,是西北地区金融发展的理性导向,发展模式设计为:政府主导的金融制度变迁;银行引领的金融增量改革;渐进式金融中介市场化;突变式金融资源集聚化。

Financial development in Northwest China presents the structure focusing on the bank industry. Financial system have the freedom paradox. The floating interest rate associated with politics reflects the financial system pattern of different degree of freedom,and the local government intervention in financial system and contention on financial resources.As the status of banking industry can not be changed in the short term,the rational orientation of financial development in Northwest China is to promote the financial intermediary marketization by government reformation on the financial system laws and regulations. The development pattern is financial institutional change dominated by the government, financial incremental reform led by the bank, gradual rnarketization of the financial intermediary,and mutational agglomeration of the financial resources.
