新公共服务视角下农村公共服务制度与农村基层组织建设研究——以河北省为例

Research on the Rural Public Service System and Construction of Rural Grass-roots Organizations in the View of New Public Service Theory——A Case Study in Hebei Province

改革开放以来,农村经济社会发展的新形势使农村公共服务供给面临新的问题和困境,重新调整政府的角色定位、工作方式,积极培育农村基层组织,变"管理型一元"公共服务供给体制为"服务型多元"供给体制是新形势下提升农村公共服务和农村公共产品的要求和必然选择。

Since Chinas reform and opening-up policy, the new situation derived from the development of rural economy and society makes rural public service supply system face new problems and dilemmas. So it is necessary to adjust the government＇s role orientation, the way of working as well as fostering the rural grass-roots organizations. These strategies will change the public service supply system from ＂mono-management＂ into ＂poly-management＂.
