健全高校公共危机管理体制的建议

Proposal to Improve the Public Crisis Management System

中国目前处于社会转型的关键时期,随着经济的不断发展,危机事件层出不穷,尤其是各大高校危机事件的发生引起了社会各界的强烈关注,高校的危机管理能力面临严峻挑战。为了确保高校校园环境的安全稳定,以各大高校为研究对象,厘清高校公共危机的现状,剖析我国高校公共危机管理中存在的问题,在借鉴先进地区危机管理模式的基础上,进行高校公共危机应对能力的探索,从管理机构、预案制定及法制保障三个维度探寻高校公共危机管理建设的新思路,以保障高校校园的安定和谐。

China now is in a critical period of social transition, and with the continuous development of the economy, the crisis emerges in an endless stream, especially the universities crisis caused intense attention from all sectors of society. Hence, the ability of crisis management is faced with the severe challenges. In order to ensure the security and stability of the campus environment, to major colleges and universities as the research object, to clarify the status of university public crisis, the paper analyzes the existing problems in the management of public crisis. On the basis of the model of crisis management in the developed areas, to explore the ability to deal with public crisis and the new ideas for the public crisis management from the perspective of the construction of management mechanism, the preparatory plans and the legal guarantee, the stability and harmony of university campus would be ensured.
