巴西的研究与开发模式不利于其崛起——以生物技术为例

The Brazilian Research and Development Model is Not Conducive to the Rise of Brazil——the Case of Biotechnology

巴西的科技创新几十年来形成了一种公共部门占主导,国内私人力量缺失,政府宏观决策能力和执行力相对较弱的体系。巴西的公共研究机构和公立大学集中了全国大部分实验室、机械设备等科学技术基础设施,但其研究与整个社会和国家的经济发展基本脱节。巴西企业中进行创新的主要是大型企业,而且科技创新在很大程度上受跨国公司控制。无论从部门还是从地域上看,巴西当前的科技创新都存在严重失衡的现象。这种研发模式不利于巴西经济的崛起。

The Brazilian Innovation System is for decades characterized by the dominance of public sectors,the lack of domestic private powers and the weakness of governments,especially the federal government＇s macro decision-making capacity and their executive ability. The majority of laboratories and the bulk of science and technology infrastructures concentrate in Public research institutions and public universities,whose researching achievements do not have much relevance to the development of the Brazilian society and the whole nation. The enterprises which engage in innovations are mainly those large enterprises and their innovation are largely controlled by Multi-National Corporations. Brazilian innovation system is an imbalanced one in terms of sector development and regional development as well. This research and development model is not conducive to the rise of Brazil.
