重庆市统筹城乡基本医疗保障制度研究

Study on Basic Medical Insurance System of Balancing Urban-Rural Areas in Chongqing

通过对重庆市乡镇、县城、市级医疗机构和社保、卫生行政管理部门调查,探析统筹城乡基本医疗保障制度在实施中出现的制度缺陷问题,为深入推进基本医疗制度改革提供思路。研究发现,统筹城乡基本医疗保障制度存在法律保障不充分、统筹基金对基层医疗机构保障不足、医保制度缺乏对医疗服务和药品价格约束等制度性缺陷。

Through the investigation of village-level medical institutions, town-level medical institutions, city-level medical insti. tutions, social insurance admission department and medical government admission department, it explored the system delect problem, existed in the implementation process of basic medical insurance system under balancing urban-rural development, so as to deeper promoting the thought of basic medical system reform. The investigation showed, there was insufficient legal insurance in balanced ur. ban-rural basic medical insurance system, insufficient insurance of pooling fund on basic medical institutions, insufficient medical in. surance on medical services and medicine price restrict.
