学习中心作为推动开放大学体系建设的基层组织,要明确其开展招生办学、参与专业建设、开拓培训项目等功能定位,以职业人教育为发展导向、标准化建设为发展基础、扁平化管理为基本模式、体系化运行为主要机制,建设政府区域型、合作共建型和大学直营型为主要类型的学习中心。

The study center is regarded as a basic unit to promote construction of Open University system. It is necessary for study center to clear and definite these functions of the school enrollment, participation in professional construction, developing training programs. Based on the occupation education for the development of guidance, standardization construction for the development of the foundation, the flattening management as the basic model, and system operation for mechanism, government regional type, cooperation type and direct by university type will be constructed as the main type of study center.
