Thinking tank construction in our country is still in its infancy, is the indispensable component of modem leadership reform. The authors put forward the meaning and significance of the scientific think tank, describe the current situation and problems of the construction of new university think tank in Tianjin, point out the existing problems and propose the countermeasures, which helps to promote the construction of new university think tank.
