How to Accurately Test Cadres' Political Integrity

积极探索和建立行之有效的德才兼备、以德为先的选人用人机制,是提升干部队伍整体形象和党委组织部门选人用人工作公信度的必要途径。当前,部分党委组织部门在干部考察过程中,存在着重关口考察,轻日常考核;重领导评价,轻群众意见;重政治品质,轻社会公德的问题。因此,要全面准确地考察干部的"德",就必须化繁为简,最大限度地理清干部"德"的内涵和标准;必须积极构建多维度量化评"德"办法;必须定期分析干部"德"的变化趋势。

Actively exploring and establishing an effective mechanism for selection and appointment of cadres who have both ability and political integrity with a focus on morality is essential in enhancing overall image of cadres and promoting public trust on Party＇s organization departments in their work concerning selection and appointment of cares. To accurately test a cadres＇ political integrity, it is necessary to make greatest efforts to clarify moral connotation and standard, to review their political integrity from multiple dimensions in a justice way, and to regularly ana- lyze change trend of their integrity based on a long--term strategy.
