面对深化改革、优化调整、从严管理的新要求,要做好基层思想政治工作,必须把握疏导的要义,要认识到疏和导之间是辩证统一的,疏通是为了引导,引导是疏通的目的;必须掌握疏导的方法,合理运用留意观察法、因人施教法和典型示范法;还必须提高语言表达能力、调查研究能力和组织活动的能力等疏导的能力。

We should complete well grassroots ideological and political work to meet the new requirements for deepening the reform, optimizing the adjustment and intensifying＇ the management. To reach this goal, we must grasp the main idea of counseling and apply the proper counseling methods such as observation method, personal teaching method and model demonstration method. In addition, we must enhance our counseling capability in langue expres- sion, survey research and activities organization.
