新型城镇化视角下的省市域城乡统筹规划

URBAN-RURAL INTEGRATION PLANNING FOR PROVINCES AND CITIES FROM THE PERSPECTIVE OF THE NEW-TYPE URBANIZATION

中国城镇化模式的转变推动了城乡统筹类规划的产生。城乡统筹规划的主要任务是探寻当前城镇化模式之下城乡各类要素配置的最佳方案。受政府事权的约束,不同层面的城乡统筹规划的内容和深度不同。作为"点面结合"的规划类型,城乡统筹规划需要以分区导引作为阐述面域规划政策的重要手段,因此分区的合理性问题尤为重要。城乡统筹规划的编制主体涉及"城市"和"乡村",大量规划内容政策性强、超出了城市规划主管部门的行政权限,必须通过引导和协商予以落实,而这对于中国的城市规划师而言几乎是全新的课题。本文以省市域规划的实际案例为参考,对以上问题进行探讨。

The transition of Chinese urbanization pattern results in the formation of urban-rural integration planning,which aims mainly at figuring out the optimal solution for the allocation of various urban-rural factors under current urbanization pattern.Due to the divison of administrative powers and responsibilities of different levels of government,urban-rural integration planning at different levels has different contents and are in different depths.In urban-rural integration planning,as a planning type combining points and sphere,zoning guidance is used as a major means of elaborating the policy on area planning,so the rationality of district dividing shows its great importance.Urban-rural integration planning has both cities and countryside involved,and a large part of its contents are highly policy-based and beyond the power of related urban planning department.Therefore,guiding and negotiating are required to put the planning into effects,which is a brand new topic for Chinese urban planners.This paper uses cases of planning in provinces and cities to explore the issues mentioned above.
