生态理念下的多规协同编制技术探讨

EXPLORATION ON THE TECHNIQUES OF MULTI-PLAN COORDINATED COMPILATION GUIDED BY ECOLOGICAL CONCEPT

基于在城乡规划领域的长期研究和实践积累,提出与新型城镇化结合的生态理念的现代核心价值由四部分构成,一是自然生态环境保护,二是资源能源持续利用,三是节能减排防治污染,四是山清水秀宜居生活。简要阐述了笔者在城乡规划领域近10年来的分阶段探索,提出在新型城镇化要求下,未来城乡规划落实上述生态理念现代核心价值应从改变规划理念、创新规划方法、提升规划技术、完善规划体系着手,进而从生态理念的角度分析了国民经济和社会发展规划、城乡总体规划、土地利用总体规划和城市环境总体规划的关系,并着重分析了后三者在生态环境内容上的相关性,提出应将这三规进行同期协同编制以及三规协同编制在生态环境领域的技术对接点和可行的分析技术。

Through the accumulation of longterm research and practice in the field of urban planning,the author proposes in this paper that the core values of modem ecological concept combined with new-type urbanization is composed of four parts：protection of natural ecological environment; sustainable use of resources and energies;energy saving,emission reduction,and pollution prevention; picturesque scenery and livable life.The paper briefly introduces the author＇s exploration in the field of urban-rural planning in recent 10 years,and points out that with the requirements of new-type urbanization,the future urban-rural planning applying the above four aspects of the core values of ecological concept should be changing planning concepts,innovating planning methods,promoting planning techniques,and completing planning systems.From the ecological perspective,this paper analyzes the relationship between the national socioeconomical development planning,the urban-rural master planning,the land use master planning,and the urban environment master planning,and especially expounds the correlation between the latter three plannings in terms of ecological environment.Then the paper proposes that these three plannings should be compiled synchronously in a coordinated way,and raises some techniques for such coordinated compilation.
