近年来,城市管理问题日益突出,如信息传递不及时、政府管理落后等,为解决当前城市管理滞后问题及频发的城市管理公众事件.采用WebGIS和移动GIS技术实现了基于自发式地理信息的城市管理信息系统,将传统的政府主导的城市管理模式更改成公众可参与的开放式数字化城市管理新模式.并基于天地图空间数据共享平台的开放接口,设计了一套新的自发式城市管理流程及监督评价模型,实现了对参与城市管理的社会公众和政府部门的双向监督与评价,并以赣州市城市管理工作为例进行了应用研究.

In recent years, urban management problems become increasingly prominent, for example, information transfer is not timely, and government management is backward, etc. In order to solve the current problems of urban management and to reduce frequent public dissatisfaction, this paper developed a VGI and TianDiTu map based on urban management system by using WebGIS and Mobile GIS technology. Aiming at changing the traditional government-led management approach to VGI urban management approach, and based on Tianditu Map′s secondary development interface, the paper designed and realized a new VGI urban management and supervisory evaluation approach. Finally, the system is applied to the Ganzhou urban management.
