国民政府时期中日地方层面交涉模式——以“平潭惨案”为例

Mode of China and Japan Negotiations at the Local Level in National Government Period——“Pingtan Massacre” as an Example

中日双方交涉具有层面性。"平潭惨案"发生后,国民政府采取地方层面交涉模式反复交涉于日本驻华领事;日本驻华领事则独当一面,在中日交涉中发挥着主力作用。地方层面交涉模式有利于防止事件升级,确保双方关系的稳定。然而,随着中日矛盾激化,这一模式难以适应日益紧张的中日关系,国民政府被迫转换外交策略,地方层面交涉处理危机的模式随之寿终正寝。

The negotiations between China and Japan have different levels. After the ＂Pingtan massacre＂, the national government negotiates with Japan Embassy Consular from the level of local mode, that is, the upper control the whole situation, the middle communicates and the lower acts accordingly. Three layers together repeatedly representations on Japan Embassy Consular, who places to work independently and play the main role in the china-Japan negotiations. Local level negotiation mode is helpful to prevent the escalation of incidents and ensure the stability of the relationship. However, with China-Japan conflicts intensified, this model is difficult to be made into use, the national government was forced to convert diplomatic strategy, and the local level negotiations to deal with the crisis mode came to demise.
