摘要
作为推动制度创新的主体,地方政府是教育制度创新的"第一行动集团"。中央安排的重大改革试点工作,使得地方政府在制度创新中的作用日益增强,地方教育制度创新正在进入一个活跃期。与此同时,地方教育改革创新过程中遇到了一些阻力和困难,如改革的共识尚未形成、"政府责任市场化"、将"治理问题体制化"等。地方教育制度创新须重点处理好中央与地方的权力分配、行政标准与教育标准等关系,突破体制机制障碍,推动教育制度的综合改革。
As the main body of the education institution innovations, the local governments are the first action group. With the major reform pilot work arranged by the central government, the local government's role in the institution innovations is growing. The education institution innovations in the local governments are going into an active period. At the same time, the institution innovations meet some hindrances and difficulties. For example, the consensuses of reform are not generating, the accountability of government is marketing, and the management is institutionalizing and so on. The institution innovations must deal with the relationship about authority between the central governments and the local governments, the relationship about standard between administration and education. By doing these, it could break through the obstacles of institution, and promote the comprehensive reform of the education institution.
