我国碳市场体系的现状及展望 被引量：5

摘要 我国是世界上最大的发展中国家,面临着发展经济和保护环境的双重任务。一方面,构建一个自由、高效、透明的碳市场将有利于促进高污染、高排放的企业进行低碳技术的改进,从而实现"绿色经济"的发展模式。另一方面,随着全球各国对气候环境问题越来越重视,"碳"已经成为重要的国际战略性资源。我国碳市场体系存在的本质问题是缺乏"自上而下"的监管制度,完善我国碳市场体系需要将"自上而下"和"自下而上"的建设方法相结合。
