基于多元统计分析的生态补偿转移支付效果评价

Ecological Compensation of Transfer Payment Effect Assessment Based on Multivariate Statistical Analysis

近些年,国家逐渐加大了生态补偿转移支付力度。而生态补偿效果评价是构建生态补偿机制的基础,也是衡量生态环境改善与居民生活水平提高的重要标尺。运用多元统计分析方法中的因子分析法,建立了较科学的生态补偿评价指标体系,对目前我国各省生态补偿的转移支付效果进行了评价,并在此基础上运用聚类分析法探求我国各省区之间生态补偿的内在特征,从而得出完善生态补偿政策的重要启示和政策建议。

In recent years, China has increased transfer payments to the ecological compensation gradually. The effective evaluation of ecological compensation is the basis for the construction of ecological compensation mecha- nism as well as an important benchmark in measuring the improvement of ecological environment and living stand- ard. It establishes a relatively scientific index system for the evaluation of ecological compensation by applying the method of factor analysis in multivariate statistical analysis and assesses the effectiveness of recent transfer payments to the ecological compensation of provinces in China. Then it explores the inherent characteristics of the ecological compensation of all provinces in China by clustering analysis, and gets the important enlightenment and policy sug- gestions to perfect the ecological compensation policies.
