论我国食品安全监管制度的科学理性——以专家参与治理为分析视角

On the Scientific Reason of China's Food Safety Regulatory System——A Perspective of Experts Participating in Governances

科学的真正内涵在于通过公开、沟通、共识达致普遍接受的真理共识,所以食品安全监管的科学化,绝不宜简单地理解为使用高科技的评估、检测或者监测技术,或者是引入高科技的专家学者,食品安全监管的科学化应指以有利于科学理性独立自主地参与、分享政治权威理性为原则来型塑现有监管制度。以专家参与食品安全治理为契机,从改革食品安全监管的方式、渠道以及监管工具入手,扩大食品安全监管制度中的科学理性因子,才是推动我国混合型的行政监管模式向科学的法理型监管模式尽快转型的必然之路。

The true connotation of science is to achieve the truth generally accepted through the public,communication,consensus,so scientific food safety supervision absolutely is not simply interpreted as the use of high-tech evaluation,testing or monitoring techniques,or introduction high-tech experts and scholars.Therefore,scientific food safety regulation should refer to shape the current regulatory system in the principle of in favor of scientific reason independently participation and sharing political authority reason.Mixed model regulatory model will be transformed to the model of scientific legal-rational only to expand and enrich scientific rationality factor of food safety regulation including regulatory channels,means and others.
