湖北省行政审批制度改革之法学审视

Reform of Administrative Examination and Approval System in Hubei in the Perspective of Law

通过清理审批项目、精简审批流程、改革审批方式、取缔审批乱收费等措施,湖北省十余年的行政审批制度改革取得了令人瞩目的成就,进一步促进了政企分开和政府职能转变。然而,省内行政审批现状沉痼自若,改革也没有从根本上改变传统的政府一元管制的模式。因此,细化审批项目的清理工作、下放审批权、构建对审批的监管问责机制是未来继续深化审批制度改革的重点所在。

By means of reducing items,streamlining process,reforming methods,and banning illegal charges,the reform of administrative examination and approval system in Hubei Province has made remarkable achievements and has further accelerated the separation of enterprises from government and the change of government functions. However,the reform has failed to thoroughly change the model of unitary government dominance. So,further reform should be focused on elaborated clearance of unnecessary items,decentralized power of approval,and the establishment of supervision and accountability mechanism.
