新疆承接产业转移的金融支持模式研究

A Study of Financial Support Mode of Undertaking Industrial Transfer in Xinjiang

金融作为经济发展的血液在支持新疆承接产业转移方面发挥着至关重要的作用。新一轮的对口援疆以来,新疆承接产业转移呈现承接资金增长较快、承接区域扩大、民间资本日趋活跃以及政府主导作用增强等特征;由于目前新疆承接产业转移的金融支持主要来自间接金融支持和政府金融政策支持两方面,使得新疆承接产业转移的金融支持呈现选择性支持、金融政策与承接产业转移匹配性较低等问题。因此,本文认为应选择以政府为主导的产业园区金融支持模式,并设立适合承接产业转移的保障机制,以便有效地发挥金融支持新疆有效承接产业转移的作用。

Finance, as the blood of the economic development, plays a crucial role in supporting undertaking industrial transfer in Xinjiang. With a new round of pairing assistance in Xinjiang, features such as fast growing capital, expanded area, increasingly active private capital and enhanced government dominant function exist in undertaking industrial transfer in Xinjiang. Since current financial support to undertake industrial transfer in Xiujiang is mainly from both indirect financial support and government financial pohcy support, such problems as selective support, low matching opportunities of financial policy and undertaking industrial transfer are found in financial support to undertake industrial transfer in Xinjiang. Therefore, this paper argues that it is of necessity to choose the government -dominated industrial park financial support mode, and set up suitable guarantee mechanisms to undertake industrial transfer, so as to effectively play to the role of financial support to undertake industrial transfer in Xinjiang.
