十八届三中全会对司法体制改革做出了全面、深入的部署和安排,新一轮司法体制改革已经启动。司法体制改革具有"司法"性、"体制"性和"改革"性,它的推进手段必须"基于"这些特性,才能有的放矢,取得成效。在司法体制改革过程中,修法不可缺位。为了推进司法体制改革,作为手段的修法,其品质的提升需要明确修法主体,找准修法对象,强化修法论证,加快修法速度,善用修法技术,协调修法步伐。

At the same time, the amendment of law should be carried out by identifying the main part of the reform of the judicial system, finding the target of amendment of law, strengthening the demonstration of amendment of law, speeding up the amendment of law, applying the skill of amendment of law and coordinating the pace of amendment of law.
