摘要
由于受到土地资源有限、用地指标紧张等制约,许多开发区在发展过程中面临着新增用地严重不足、空间拓展受限等问题,一定程度上制约了开发区的发展。为此,借地发展作为一种新的空间扩展理念,在一些地区应运而生,而且发展势头迅猛。但由于借地发展中往往涉及跨行政区界以及空间不联系等问题,在实际操作中还面临着不少问题,文章以上海为例,在对这些问题深入分析的基础上,提出了相关对策措施。
In recent years, owing to the limited land resources and the shortage of land quota, lack of new increase land and limited development space are serious problems in many development zones, which restrict the development of the development zone. As a result, the development of borrowing land, a new spatial expansion concept, born to be pregnant in some areas and develops rapidly. While, developing by borrowing land often deals with complex problems, such as crossing multiple administration regions and lack of contact between spaces, As a consequence, many problems are faced in the actual operation. This paper takes Shanghai as an example, analyses deep-rooted reasons of these problems, and proposes the corresponding measures.
