中日民办(私立)高等教育法律政策的演变及启示

Evolution and Enlightenment of Non-governmental/Private Higher Education Laws and Policies in China and Japan

通过中日私立大学发展历程尤其是政策法律的比较发现,日本私立大学由于得到政府积极的政策支持和法律保障而获得较好的发展,为日本高等教育大众化发展起到了积极作用。然而在中国,民办高等教育直到改革开放以后才重获新生,导致两国间整体教育水平存在差距。日本这一发展历程的经验,可为中国的高等教育尤其是民办高等教育的发展提供有益的借鉴和启示。

Comparing the development courses of private universities in China and Japan, especially in laws and policies, it found that Japanese private universities received positive policy support and legal protection which ensured a better development and played a positive role in the development of high education popularization in Japan. Whereas in China, non-governmental higher education was only reborn after the reform and opening up and this has led to a gap in the overall level of education between the two countries. Thus Japan＇s development experiences can provide useful reference and inspiration for China＇s higher education de- velopment, especially non-governmental higher education.
