区域文化资源可持续开发的政府规制研究

Governmental Regulation for the Sustainable Development of Regional Cultural Resources

针对文化资源产业化中政府规制严重缺失的现象,从差序格局分析政府规制介入区域文化资源的社会根源;从规范性的制度需求与引导多元主体参与的角度,认识政府规制介入区域文化资源可持续开发的必要性;从区域文化资源的主要特性如公益性、社会性、服务性、可开发性等出发,探讨区域文化资源在公众、地方政府与企业之间的利益冲突与整合;最后,提出在政府规制政策的引导、激励和规范下,按照合理、有序的方案来推进区域文化资源的可持续开发。

In the transition period, with multiple subjects involved in the supply of public cultural products and services, regional cultural resources are regarded as an important public cultural goods, and potential advantages and market value of its high-quality cultural elements have gradually attracted the attention of the community. However, currently in the process of industrialization of cultural resources, all parts of the nation are faced with the widespread phenomenon of lack of government regulation, which led to various problems occurring in sustainable development of cultural resources such as： disorderly development of cultural resources, redundant construction of cultural projects, and low efficiency of cultural industries. Therefore, we must start from the necessity of the intervention of government regulation in the sustainable development of regional cultural resources, combine the social roots of China＇s industrial development- the concept of differential pattern, and extract corresponding path of government regulation.
