战略环境评价视野下贵州水电开发区民族文化的保护

涉及多个水电开发项目的战略环境评价,超越了传统的单一水电项目环境评价,将项目环境评价上升到规划、计划、政策等战略层面,是实施可持续发展,建立环境友好型社会的重要理论和方法。从贵州水电开发往往在多民族地区进行的实际出发,战略环境评价应当包括民族社会环境评价而不仅仅是自然环境评价。应当高度重视并运用战略环境评价,制订水电开发的规划与政策,促进水电开发区民族文化的保护与环境友好型社会建设。

Strategic environmental assessment involving multiple hydropower development projects hasgone beyond the traditional single hydropower project environmental assessment, which pushes environ-mental assessment projects to such strategic levels as plans, programs and policies, a theory and methodof implementing sustainable development and establishing environment -friendly society. Considering thereality from Guizhou hydropower development which is often carried out in a multi - ethnic region, a stra-tegic environmental assessment should include ethnic social environment assessment rather than the onlynatural environment evaluation. We should attach great importance to and use of strategic environmentalassessment, to develop hydropower development planning and policies to promote conservation of ethnicculture and construction of environment - friendly society in hydropower development areas.
