2014版负面清单与2013版负面清单相比,通过取消、修改条款与放宽条款条件,服务业开放度得以提升,一些措施的表述更加清晰,限制条件更为明确,透明度进一步提高。但一些关键性领域的开放在此次负面清单的修订中并未体现,服务业开放的力度未超出预期,对资本项目的开放程度还不够,金融、电信等领域的准入门槛依然较高,未来仍有很大的开放空间和优化余地。

Compared negative list of 2014 with the version of 2013, the openness of service industry is promoted, some measure description is clearer, limiting conditions are more specific and transparency is further improved by removing, modifying and broadening terms and conditions. But there is no denying that the opening in some key areas is not shown in the revision of the negative list; the opening of the service industry does not exceed expectation; opening of capital account is not sufficient; barriers in the field of finance, telecommunications and so on to entry are still high; there is still much room for opening and optimization in the future.
