To construct service-innovated center city through science and technology innovation, Shanghai needs to break all kinds of institutional barriers, comprehensively optimize and reconstruct city innovation system, cultivate and bring up all kinds of service main bodies, promote the development of service economy, service society and service city, namely, to accelerate the construction of a service-oriented government, promote the development of the service-oriented organizations, speed up the demonstration and promotion of service community, and create a generation of city new residents with service consciousness.
