上海应运用技术手段,创新社会管理方法,构建基本公共服务动态管理与评估系统,使系统在现有的电子政务系统基础上,在WebGIS支持下,整合人口信息、空间信息和基本公共服务信息,动态监测基本公共服务运行状况,为上海基本公共服务体系的管理、评估、规划提供科学有效的决策支持。

Shanghai should use technical means to innovate social management method and construct dynamic management and evaluation system of basic public service so that on the basis of existing egovernment systems, and with support from the WebGIS, the system can integrate population information, spatial information and basic public services information, dynamically monitor the running status of basic public services to provide the management, assessment, planning of Shanghai basic public service system with scientific and effective decision support.
